Normally you'd expect government departments to have problems with overspending on grant budgets. Not in the Eastern Cape where they've only spent 50 % of the allocation - incompetent dumbasses. Maybe this is an argument for appointing more women to these posts - they generally don't have a problem spending, especially if its somebody else's money !
