Indigent incident

Below is the an alternative concept that I thought was on the mark but was considered by 'the powers that be' to be too direct. This is about an ex-mayor who has been put on the city's indigent list and has had a R42 000 municipal debt written off.  The same man who openly justifies this position while living in Bunkers Hill, East London's most expensive and elite suburb.
